Can foreigners get married in Montenegro?

Yes, foreigners can legally get married in Montenegro, and the process is relatively straightforward. Couples can choose between a civil wedding, which is legally binding, or a religious wedding, which requires additional procedures.

Civil Wedding Requirements for Foreigners

Foreigners need to provide the following documents:

  • Valid passports (with copies)
  • Birth certificates (translated and notarized)
  • Certificate of No Legal Impediment to Marriage (proving both parties are free to marry)
  • Proof of residence (if applicable)
  • Divorce or death certificate of previous spouse (if applicable)

All documents must be officially translated into Montenegrin and may require an apostille stamp for international validity (for some countries). The couple must submit these documents to the local municipal office (Opština) where they plan to get married.

A civil wedding is performed by a registrar in a municipal office, but couples can also request an off-site wedding, allowing them to have the ceremony at scenic outdoor locations, luxury resorts or historical sites.

Religious Wedding for Foreigners

Foreigners can also have a Catholic, Orthodox, or other religious wedding in Montenegro. However, if you want to have it legal, a civil wedding must take place first, as religious ceremonies alone are not legally binding. Each church has its own requirements, but generally, religious ceremonies require:

Most venues have a fixed privatisation fee, plus expenses for food and drink orders. Some venues offer a minimum spend requirement for privatising the entire space, while some hotels also require a minimum number of rooms to be reserved for three nights.   • Legal Requirements – If opting for an official marriage ceremony in Montenegro, legal expenses must be considered. The ceremony is conducted in Montenegrin and requires the presence of a court interpreter. The couple receives an international marriage certificate after completion. Can I get married on the island Our Lady of the Rocks?

Yes! Our Lady of the Rocks (Gospa od Škrpjela) is one of Montenegro’s most unique wedding venues. It is a small, man-made island in the Bay of Kotor, home to a beautiful Catholic church with stunning sea and mountain views. Only Religious Catholic Weddings is alowed – Can be held inside the church with permission from the local parish. Requirements & Logistics:

  • Permission from the Catholic Church in Perast is required.
  • The island is only accessible by boat, so transport must be arranged for guests.
  • Since space is limited, comfortable inside the church up to 70 guest can be seated.

Many couples combine their ceremony at Our Lady of the Rocks with a reception in Perast,  Kotor and Tivat ensuring a magical wedding experience.

How to choose right package?

We did our best to make our basic packages as simple as possible for our clients. Our long experience allowed us to group requirements of our clients into 4 categories and develop the best basic package for each category.

Each group includes three basic offers – for SYMBOLIC ceremony, for OFFICIAL CIVIL ceremony and for a CHURCH ceremony. How to start planning a destination wedding in Montenegro?

If you decided to have your wedding ceremony abroad, then Montenegro is a perfect location and you will not regret choosing it. At first, we recommend reading a little about country to get an idea of its sights to choose from (beaches, old cities, high mountains, lakes…). Check do you or your guests need visa for entering the country. Decide on the approximate date of the wedding and the number of guests. Think of the general wedding style and choose photos with the design ideas that you like (create a “moodboard” on Pinterest). Then, contact a reliable agency to help you with venue recommendations and planning process. Before contacting an agency, make sure to discuss in detail what your wedding day should be like, because the most important thing is that you are happy with the planning.

Is it possible to book and arrange everything remotely?

The decision depends on the scale of your wedding ceremony and your personal preference. Some clients book everything remotely and arrive in Montenegro just a few days before the wedding. Others prefer to come in advance to choose a venue, taste and select the menu, have a trial for hair and makeup, and discuss all important details in person.

Citizens of some countries, such as the United Kingdom, are required to visit the embassy in person for wedding document processing. However, we have extensive experience planning entire weddings online without any in-person meetings. For example, some of our clients from Australia or Canada are unable to visit Montenegro beforehand, so we arrange everything through online meetings, emails, and messages.

Ultimately, the choice is yours, and we can accommodate your preferred approach.

What decorations are included in the package?

Flowers are an essential part of any wedding ceremony, adding beauty and elegance to the celebration. That’s why each of our wedding packages includes basic floral decorations for the ceremony venue, along with personal flowers such as the bridal bouquet and the groom’s boutonniere. Each package includes a designated budget for floral and decorative elements of the ceremony area, which clients can use according to their preferences. You have complete freedom to choose the décor style and color palette that best reflect your vision for the wedding.

The decoration of the reception area, however, depends on several factors, including the number of guests, the number and type of tables, venue and the overall style of decoration. Because of these variables, the cost of reception décor is calculated separately to ensure that every detail is tailored to your specific needs and desires.

What is the wedding day like?

Your wedding day is one of the most important days of your life, and we want you and your guests to experience true happiness and fully enjoy the celebration.

Our team will create a detailed timeline for the day based on your individual needs, ensuring you have a minute-by-minute schedule.

Typically, a standard wedding day begins with the bride’s preparations. After breakfast, a stylist arrives to start the bridal makeup and hairstyling, which usually takes about three hours. Before the hairstyle is completed, photographers and videographers arrive to capture the groom’s preparations, which take approximately one hour. Afterward, they move to the bride’s location for a bridal preparation shoot, lasting about two more hours.

From there, the wedding day can follow one of two options. The first and most popular option is for the bride and groom to meet at a beautiful location near the bridal suite and then proceed to a pre-selected photoshoot location. This session typically lasts 2 to 2.5 hours. The second option is for the couple to see each other for the first time at the ceremony. In this case, the groom and guests arrive at the wedding venue beforehand, and the groom waits for the bride at the altar. The photo and video shoot then takes place after the ceremony.

The ceremony itself lasts about 20 minutes. Guests usually arrive at the venue 45 minutes to an hour before the ceremony begins, where they enjoy a welcome drink, find their seats with the help of the wedding coordinators, take photos, and socialize. After the ceremony, guests congratulate the newlyweds, followed by a photoshoot with family and friends at the venue. The total time spent at the ceremony venue is typically around one hour.

Following the ceremony, guests transition to the reception or cocktail hour, where they can enjoy drinks and a relaxed atmosphere before dinner. The dinner is usually scheduled for 5:00, 6:00, or 7:00 PM (depending on season and venue). A full banquet scenario is planned in advance, detailing all elements of the celebration, including dinner timings, speeches, the first dance, bouquet toss, garter toss, cake cutting, and the party. The banquet program usually lasts until midnight, but at some venues, an afterparty is possible, extending the celebration until 2:00 AM.

Documents for the official ceremony in detail

Requirements for documents may vary depending on the municipalities, but the main package of documents is here. If you are asking for a certain date, we contact the municipality, book this date for you, but we do not submit any documents to the municipality then, only the name and surname of the bride and groom to be.

3 months before the wedding date, you should start preparing the documents. The registry office of Montenegro accepts documents that are not older than 3 months. First, you should get a certificate that you are not married (the procedure for getting such certificate for British citizens is here) in the registry office or archive, get a recent birth certificate (citizens of the Russian Federation and other countries of the former USSR, that have the old type certificates, send just a copy). Please note that citizens of most countries can easily get a fresh extract with a copy of their birth certificate from the registry office, while the original document remains in the archives of the municipality in Montenegro. Electronic (scanned) copies of these documents must be sent to us via email at least 60 days before the marriage registration date. Then, documents are sent for translation to the court interpreter and the municipality. The registry office verifies the documents and may request additional documents if necessary. You should take originals of all documents to signing the protocol with you.

 

For signing the protocol for civil ceremony, some registrar require personal meeting. You should come to the municipality a few days before the wedding date for data collection (to apply to the registry office to marry). What is it like? You come there with your wedding planner and translator. You should bring originals of previously submitted documents (a birth certificate; foreign passport; marriage ability certification; certificate(s) of divorce (if you were married before) with you. The registrar compares original documents with the copies submitted earlier, checks the ID. At the meeting, the registrar takes some originals of the provided documents. The bride and groom answer a few questions for statistical processing (education, profession, religion, nationality…). According to the law of Montenegro, such meeting is held 7 days before the wedding day, but sometimes this period can be reduced.

 

How does the official civil ceremony look like in Montenegro?

At the ceremony, there is a registrar, a court interpreter, and sometimes a deputy from the municipality. The wedding ceremony typically lasts around 15–20 minutes.

It begins with the registrar reading aloud selected paragraphs from the Family Code of Montenegro, outlining the legal rights and responsibilities of marriage. The registrar then asks the couple about their choice of surname. Following this, the newlyweds and their witnesses sign the official registration book.

As part of the tradition, the registrar recites a beautiful poem by a renowned poet about marriage. Then comes the most awaited moment—the official declaration of the couple as husband and wife. The newlyweds exchange rings and, if they wish, share their vows before sealing their union with a kiss.

With that, the ceremony concludes, and the guests joyfully congratulate the newlyweds, marking the beginning of their new journey together.

 

After the official ceremony, you will get either an international or standard marriage certificate issued by the registry office of the municipality. Then, this marriage certificate is translated by the court interpreter (if necessary) and can be legalized.

As Montenegro (ex Yugoslavia republic) is a member of the 1961 Hague Convention, its official documents are recognized in more than 80 countries. Citizens of countries members of the the Hague Convention must have a marriage certificate stamped with an apostille (the list of countries is here). For citizens of the Russian Federation, certifying with an apostille is not required due to the Agreement on legal assistance in civil, family and criminal cases of  24.02.1962 between these two countries, according to which “documents issued or certified by a competent authority, signature and official seal in the territory of one of the Contracting Parties shall be accepted in the territory of the other Contracting party without legalization.” .

The original marriage certificate along with its certified copy may be submitted to the registry office at your place of residence.

 

Church wedding documents (Orthodox marriage)

For the Orthodox marriage, the bride and groom (and witnesses) must be baptized according to the Orthodox rite. They should provide a baptism certificate (for the bride and groom) to confirm that. The church wedding also requires a certificate that the bride and groom are not married (a certificate of absence of marriage record), but plan to register a marriage in the civil registry office (confirmation of submitting documents to the registry office) or are already legally married.

Church weddings are not held during fasting and some church holidays. One witness is enough for a church wedding. Before the ceremony, the priest must be provided with certain personal information and information about parents of the bride and groom. Church weddings are held in active churches and some monasteries.

The church wedding is not recognized by some states as a legal marriage, so the civil registration of marriage is required. The minimum age to marry is 18 years old.

Church wedding documents (Catholic marriage)

The Catholic marriage can be held in all active churches in Montenegro. First of all, the bride and groom must be baptized in the Roman Catholic Church for that. You should contact your priest (in your city) and say that you plan to marry in Montenegro. He will start checking and preparing the required documents and then give written consent to your marriage in another city/country. When documents are ready, either your priest or you send the documents to us and to the priest, who will be marry you in Montenegro. You often need a baptism certificate and the priest checks if you are already married, whether you are in a relationship, whether the groom has given a celibate oath, etc.

The church wedding is not recognized by some states as a legal marriage, so the civil registration of marriage is required. The minimum age to marry is 18 years old.
